At the request of a stockholder the Registrar may issue a certificate of inscription of stock in a form approved by the Board and such certificate shall be delivered only to the person whose name is inscribed in the stock ledger as holder of the stock for which the certificate is issued, or to his attorney, or to a member of a recognised stock exchange who represents such stockholder, or to a person authorised in writing by the stockholder to take delivery of such certificate.
