19. Referred appeals
(1) Where, pursuant to an Act, a person serves on an authority a notice requiring that authority to treat as an appeal to a Tribunal an objection by that person against an Act or a decision of the authority or to refer an Act or a decision of that authority to a Tribunal as an appeal, the authority shall promptly refer such objection or such Act or decision, as the case may be, to a Tribunal.
(2) The authority shall effect the reference by forwarding the notice to the Registrar together with the objection (if any) and a copy certified by a responsible officer on behalf of the authority of the record of the relevant Act or decision of the authority and the reasons therefor (if any).
