Where, prior to the commencement of this Act, any war fund has been established or any moneys or goods have been collected for any war fund by any person, society, body or association the establishment of such war fund and the collection of such moneys or goods shall for the purposes of this Act be deemed to have been authorized by the Minister under and in accordance with the provisions of the preceding section and the authority already issued under the War Funds Regulation Act 1939, shall be deemed to be a license under this Act.
