On the hearing of an appeal the Tribunal shall Act according to equity and good conscience and the substantial merits of the case without regard to technicalities or legal forms and shall not be bound by rules of evidence, subject to the requirements of justice, and may inform itself of any matter in such manner as it thinks fit.
